Put it over the threads, it acts like a washer and buffer for dirt and debris to get into the carb assembly.

I believe it goes on the threaded end of the black plastic piece. It seals up the threads.

We answered that at the same time. Glad to see we agree. I woulda beat you mud but I paused to watch part of law and order.

That's funny. I have all the old issues of SVU. Thanks both of you for answering so quickly. That what I thought but the original did not have one on my carb.
