I am planning a riding trip with a few friends and one of them has a VW Sandrail buggy that i believe was built in the late 70s maybe early 80s. Is there a way to get a set of ORV tags for it? I know it will probably be different in states other than Wa, but how do you go about registering a custom built buggy? THanks in advance

All ATVs must be titled and registered, with owners receiving an Off-Road Vehicle use permit and ORV tag to place on their ATV, unless used solely on agricultural lands owned or leased by the ATV owner or operator.

Your friend may be able to get a temporary permit. Here are the requirements.

In the temporary permit statutes, it doesn't state that the vehicle has to be registered. I would say your best bet is to contact the Washington State DMV and ask.
