lets see if anyone figures this out before I finish:

This on the 670 Hondoo pilot

Last trip to Glamis was Thanksgiving, Pilot ran good but the starter had a lot of end play and was occasionally touching the ring gear and bouncing off making a lot of noise, also before going out I noticed the battery getting a little weak and not holding a full charge.
I bought a new starter off Ebay, I found that the Skidoo starters I was looking at, most did not look the same as what I had, I checked out Seadoo starters and found it was nearly identical, so I got one.
the 2 differences which were apparent was that the bolt holes were not threaded, no problem, I can use through bolts and nuts, the other was the positive pole was clocked a little off but my wire was long enough, easy.
after some time with the install it was time to start it up, cranked perfect, better alignment than the one I had.
problem is it cranked and cranked with no start

that's all I'm going to say for now :-)

Sounds super frustrating.... Getting spark? Getting fuel? Had a BMS kart in my garage before Christmas that I was getting ready for a friend to give his son as a gift. They are notorious for CDI (Capacitor Discharge Ignition) failure, so I replace the CDI (Capacitor Discharge Ignition) and coil, still won’t start. Clean the carb... only starts on spray. Getting spark, clean the carb again, still noting.... tank filled with water sitting outside lol! Always the little things

Used starter drawing too much amperage from the system and robbing the ignition of full voltage?

Old Harley Davidson golf carts used to start the Engine backwards for reverse. It would retard the timing to run backwards.

Bugeye59 wins the prize.
Ya I went through all the checks, pull a plug, it has spark, seams to be getting fuel, has compression.
pushed it back into the trailer, pull the air filters off, dump a little fuel into each, definitely has fuel now, still nothing.
Ok, lets mark TDC (Top Dead Center) and put a timing light on it, had my buddy crank it, I can't even locate the mark I just put on? when he stopped cranking I noticed something didn't look quite right, bump it over, after that I was ROFLOL, it was a eureka moment, of course it is not going to start and nothing wrong with it.
put the old starter back on, fired up, it was a bit flooded, held throttle wide open for what seemed like 5 minutes before it cleaned out and would rev.

I never expected that the Seadoo starter was reverse rotation, nearly the same rotary valve Engine both Rotax, I guess the Seadoo starts from the mag side? either that or they run it the opposite rotation.
