Nope I clean off all the old sealer crap then install the new one using a socket that fits the seal OD perfectly then tap it in with a hammer, the stuff on the OD of the seal is the factory sealer they apply make sure no grease or oil is on the parts before you assemble.

Also make sure you install the black rubber seal the right way you want the spring side facing the inside of the balancer case not facing the water pump, your trying to keep the oil inside the balancer case just like the seal behind the recoil starter.
