I fabricated a spring plate holding tool out of some 3/4" threaded rod, 1/2" bolt, 3/8" bolt and a piece of 1" ID pipe.

We remove the tension on the spring plate and readjusted the spline to 21 degrees then tried to assemble we cant get the outer plate in far enough to start the bolts, if I used longer bolts I think I could draw it up tight enough to use the factory bolts again, is this normal?

No, that's not normal, it should go right back in all the way.

It should NOT be resting on the lower stop when it's slid back into the splines though, is yours just resting there for the picture?

Its resting their but the torsion was tension with my home made tool IE the threaded rod you see to the left, I guess you could call it a spring compressor?

You engage the splines then push it in until it hits that lower stop then I hook up my tool and raise it up past the stop and tap tap tap the arm in until its seated... I set them at 21 degrees angle or about the stock angle.
