The filter you have installed is not doing its job regardless of the make model brand cost looks etc. I looked at it again with a flashlight and I cant see the paper filter inside what I think I see is just a clear plastic fine mesh screen will know for sure once its removed, I see no reason to remove it without having a replacement in hand first.
I suggest the HONDA filter only because I have proven over and over again the HONDA filter for a Pilot will filter out the exact same crap I see in your carb at this point I ASSume all HONDA made filters are the same quality I would suggest you install the Pilot filter but I doubt you can make it fit.
If you have a filter that will filter out the fine dust that is like powder I am finding in your carb then please use it.
Before I installed my 440
Engine in my Pilot and built my own gas tank I had this same problem with my OEM tank for years, the HONDA filter would plug up with rust just like I am seeing in your carb, you remove the filter shake it up pour out the contents into a bowl let the gas evaporate and dry out a few days and you had rust that was like baby powder and what ever dirt you introduced with your dirty gas cans and while normally filling up with gas.
I discovered you don't need to change the filter on the Pilot just clean it by filling with carb cleaner shake it up dump it out until its clean reinstall, I made it part of my annual maintenance to remove and clean the filter.
Using the HONDA filter under these conditions I never found any dirt or rust in my carb the ONLY other fuel filter I have seen capture particles this small is the AC DELCO filters they were ARE the only filters that will keep the rust and dirt out of the carb on my 72 GMC pickup truck the FRAM and WIX inline filters passed enough to plug the AC filter in the carb so I switched to the AC inline filter the filter in the carb remains clean, have about 60k miles fuel filter testing on this truck over 30+ years.
