Had two of these dowel pins fitted on the right hand studs but none on the left? Is this correct or did the last person working on it not bother fitted all four?

Your good to go, only two is used and generally on the clutch side of the Engine.

The part number I ordered was 9430112200 Dowel, Pin, 12X20 still have them in stock luckily :)
