Any pictures on what your planning to do?
You want to maintain rubber isolation between the carb and Engine, you don't want the
Engine vibration, harmonics to upset the fuel in the carb you will have delivery problems.
38mm is a bit large for all but the fully modified FL250's then the full mod 250's had reed cages welded on the cylinder as parts of their redesign to create the requirements of a larger carb.
Mossbarger use to make a bolt on reed cage.
